TAR Services testifying in High Court Namibia

Mr Johan Joubert and Mr Martin Graham is currently busy given expert testimony in the High Court of Namibia, Windhoek, Namibia on the Okahandja CR 89/01/2014

A accident that occurred on Tuesday, 28 January 2014, involving a Scania Marcopolo bus and a Scania Truck and semi-trailer combination.  Sadly in this accident, 7 persons lost their lives.

GARDEN ROUTE NEWS - Praveen Singh (the owner of African Express) and Eugene Labuschagne of TJ's Testing Station in George will take the witness stand when the Rheenendal bus tragedy inquest hearing resumes at the Knysna Magistrate's Court from 16 to 18 October. Another expert witness is also due to testify when the inquest continues in October.

Before court adjourned on Thursday 25 July, Mark Cooper of Knysna Motor Strippers was called to the witness stand to relate to the court what his role had been in inspecting the ill-fated bus after the tragedy.

Cooper told the court that he had assisted all the experts when they conducted several roadworthy tests, including a roller test to determine the efficiency of the brakes. He confirmed that on the day that he assisted Martin Graham, former regional manager engineer for Tata with the roller test, they experienced total brake failure at four bar braking pressure. 

 

 

During the first three days of the inquest hearing, the court heard the testimonies of Graham,Warrant Officer Johan Adam Botha (a mechanical expert from Pretoria) and Leslie van Oord (training lecturer at Gene Louw Traffic College). Both Botha and Graham were of the opinion that the bus involved in the tragedy was ill-maintained and that the defects the bus had prior to the accident contributed to the tragic death of the 14 Rheenendal Primary School pupils and their bus driver on 24 August 2011.

The families of the deceased children said that they were happy with the court proceedings and that they were beginning to find comfort and closure.

One affected relative said: "We are getting the truth and the truth shall set us free. Sitting here and listening to the experts testify just gives us hope. We are hearing things that we never would have known. We are grateful and thankful for the services of Martin Graham. He gave us hope because not many people would have done what he had done following the tragedy. We salute him."

Graham had volunteered his services to Transport and Public Works Minister, Robin Carlisle when he became aware of the tragedy.
Before Magistrate Derek Torlage announced that court proceedings would resume in October, he also commended Mr Martin Graham of TAR Services for his assistance and services. He further said that he, like everybody else, hoped that something good would come from the Rheenendal events.

In conclusion, Torlage urged the families to be strong and thanked them for their patience and understanding during this difficult time.

15 Die in gruesome accident in Namibia

15 people died in an accident between a minibus taxi and a truck on Friday12 February 2016 in the Oshijoto District. 

The accident occurred at approximately 16:00 on the Ondangwa - Oshivelo Road, approximately 10km from the Oshivele gate, (Red line).

TAR Services has been official appointed by the Namibian Road Safety Council and the Ministery of Safety and Security to reconstruct the accident.  Investigations is still ongoing.

DE BEERS - BOTSWANA

 

The De Beers Group of Comapanies has approached TAR Services for assistance in the reconstruction of an accident on one of their diamond mines in Botswana. 

The reconstruction will also include providing of courses in traffic accident reconstruction to their mine safety officers.

National Road Safety Council - Namibia

TAR Services has been appointed as Technical Advisors to the NRSC of Namibia.  We are on 24 hour standby for any accident in the entire Namibia where 3 or more persons have sustained fatal injuries or any high profile accident. 

Our reconstruction reports is also used by the Ministry of Safety and Security in cases were offenders is being charged in the Namibian courts.  We provide expert testimoney in the Namibian courts.

TAR Services are also consultansts to the Ministry of Safety and Security and provide guidance on Law Enforcement in an effort to reduce the accident rate in Namibia.

Killarney Advanced Driving Training Centre

TAR Services are pleased to be affiliated with the Killarney Advanced Driving Training Centre.  

Part of the Accident Reconstruction Course, Vehicle Dynamics and Driving Dynamics Course, Level 2, and Accident Reconstruction and Cause Analysis Course, Level 3, practical training and assessment will be conducted at the Killarney Advanced Driving Training Centre.  


 The practical training and assessment will include the following:

a.   Accident Prevention, Motor Law and Fatigue Management

b. Defensive Driving 

c. Vehicle Control 

d. Collision Avoidance 

e. Skid-pan practical

 TAR Services - Namibia

TAR Services has been appointed by the Namibia Road Safety Council to reconstruct an accident between a truck tractor, semi- trailer combination and a luxury passenger bus.

This is the first time in history that the Namibia Government are calling in the expertise of an outside company to assist in a case like this.   We feel honored to assist the Namibia Police Force in there investigation. Tragically 7 persons lost their lives in this accident.

Mr Martin Graham - Regional Service Engineer, specializing in the mechanical inspection of vehicles, heavy trucks and buses, completed drafting the mechanical inspection of vehicles modules of the Courses in Accident Reconstruction.  He will be presenting this modules himself.  It will also be on 3 levels.
